Rosemary Booth Gallogly has been the Budget Officer for the State of Rhode Island since 2001. She began in the Budget Office in 1980 starting as an Assistant Budget Analyst Trainee, and served as the Deputy Budget Officer from 1991-2001. She graduated in 1980 with high distinction from the University of Rhode Island with a concentration in finance. She received her Masters in Business Administration in 1985 from the University of Rhode Island. In 1998, Rosemary received the Robert M. Goodrich Distinguished Public Service Award from the Rhode Island Public Expenditure Council, an award which is granted to one local and one state employee each year. Rosemary has worked for many years coordinating the capital budget process, including the preparation and execution of debt transactions. She serves on the State Retirement Board, and also has served since 1997 as the Department of Administration’s representative on the State Investment Commission, which manages the State’s pension portfolio. In 2002, she became the chairperson of the Tobacco Settlement Financing Corporation, the agency created to securitize the State’s master settlement revenues, and coordinating the execution of the State’s single largest debt transaction totaling $685 million. Rosemary served as President of the National Association of State Budget Officers in 2005, and the Director for the Eastern Region of the National Association of State Budget Officers in 1991-1992. She served on the Government Accounting Standards Advisory Council as a representative of the National Association of State Budget Officers in 1994-1995, and served again in that capacity from 1998-2002. |
