Create New Accounts

The Request New Accounts Application integrates a Web form created to capture new account information from agencies and the Budget Office database system. By using the Request New Accounts Application, agencies can now track the accounts requested and follow the process from request to the final creation in RIFANS.

1. Login: To request a New Account, go to the Web Form located at www.budget.ri.gov on the bottom right side of the page under RIFANS New Accounts or under the Budget Related Forms and Data link. When the user enters this web page, the system will request login information. A login and password for each agency must be requested from the Budget Office by calling 222-6417.
2. Tracking: Once the user logs into the system, the Account Status Screen displays all the accounts for the agency that is linked to the User login. The account listing is sorted by status and then by Line Sequence.

3. Requesting New Accounts: At the top of the list of accounts on the Account Status Screen, there is a link to open the new account request form. When you click on this link, the system will automatically pre-select the agency associated with the user login.

    1. Receipt Account Check Box: By clicking on the Receipt Account check box, the system will set up a line sequence for a Receipt Account. Note: in this system, receipt accounts must be requested independently of expenditure accounts. Receipt accounts do not need to be requested for Federal, Restricted or Other Fund accounts; these use the same line sequence with the appropriate revenue natural account (i.e. 4xxxxx).
    2. Payroll Account Check Box: By clicking on the Payroll Account check box, the system will request the creation of a new account in the Payroll system.
    3. Status: The system will automatically set the status to the first status in the Account Creation process, “New Request”.
    4. Fiscal Year: The user should select the fiscal year for which the new account is needed, either the current year or the next year. New accounts can be requested for both the current and succeeding fiscal year. Accounts for the next fiscal year are usually requested as part of a budget submission and will not be needed until the start of the new fiscal year. For this reason, these accounts are not forwarded to the Controller’s Office until the new year budget is transmitted. Thus, if you need an account set up immediately, always select the current fiscal year.
    5. Report Group: All receipt accounts must be assigned to a unique report group. The user should select the most appropriate group from the drop down list. If you are unsure which group to select, please contact your assigned Budget Analyst for assistance.
    6. Fund: Select the Fund to which the account requested belongs (i.e. General, RICAP, Highway, etc.)
    7. Line Item Number: Select the line item to which the new account should be associated. Based on the user login, the system will automatically narrow down the list of valid Line Items to those linked to that agency. After selecting the Line Item, the system will automatically assign the next valid sequence to the account. If an entirely new Line Item is need, the Agency CFO should contact Thomas Mullaney at 222-6417 for assistance.
    8. Sequence Name: Enter the name of the account to be created. Names should not exceed 50 characters, but should provide sufficient description to let users know what the account is for.
    9. Source of Funds: Select the appropriate Source of Funds (i.e. General Revenue, Federal, Restricted, etc.). If the Source is Federal or Restricted Receipts, the Reports Groups will automatically be set to the correct values, Also, if the Source of Funds is set to Federal, the system will require the user to select a valid CFDA; otherwise, the CFDA is automatically set to “00000-No CFDA”
    10. CFDA: If the Source of Funds is Federal, the user must select a CFDA number from the drop down list. If the CFDA number provided on the federal grant is not available in the list, please contact Andres Blanco at 222-6417. This list is updated from the federal CFDA web site and thus should contact all valid CFDA numbers. We will require that a copy of the federal grant award be submitted when any new CFDA numbers are requested.
    11. Program: Select the appropriate agency program from the drop down list. The system will automatically narrow down the Program codes to the valid list based for the agency linked to the user login.
    12. Sub-Program: Select the appropriate subprogram (if valid) from the drop down list. The system will automatically narrow down the Sub-Program codes to the valid list based on the Program previously selected.

After completing the form, the user should press the “Submit” button to finish the New Account Request process. After the account is submitted for approval, the system will allow the user to print a copy of the request form for the user’s files.
